Arrowchat 1.6.11 Help

hello i just installed 1.6.11 on IP.Board 3.4.0 and there is no bar at all that shows up or numbers i did what the past code said to do in global templates both under the <head> as it says it will load faster in the instructions and i did run a debug and nothing is wrong so im at a loss here
