My partner installed on our server this Arrowchat.
Since then I have seen that he carries thousands of connections on the server and loading of our website has been extremely slow.

But I've asked him several times to remove the arrowchat and he tells me that the problem is not with the Arrowchat ...

Yes, it's normal. They are not resource intensive.

Are you running fast CGI? I would check to make sure you have fast CGI settings if so as cPanel does not properly put them in place.
