Show Admin into list users

I need to see the admin user in the list of users. The chat is blocked for users only friends but I need to login to operator all users to be able to see it in chat dialogue.
This setting can not seem to find it in the admin panel, so you can give me some advice on the file to edit and how to edit it. Thanks
