How to Add New Language ?

Hi, i'm new here..i want to ask,how to add/create new language?

Problem Solved,,i have translate default Language..thks before :)

For future people with this problem:

1. Download the language/en/ folder
2. Rename it and the file inside to THE SAME NAME. Ex: language/sp/sp.php or language/ru/ru.php
3. Upload the new folder back to the language folder
4. Go to the ArrowChat admin panel and install the language
