Chat Search Threshold for online users

I have this checked out: Show All Online Users

So this doesn't work:
Right now we have this: The amount of users that need to be online before the chat will show the search in the buddy list.

So at times the online list is too high to see all the online users. If the users online get higher than 26 the list hides behind the monitor. I would like to set it too many 20.

Appearance > General Settings > Window Top Padding

Make the value higher.

I set it all the way to 300 and nothing happens, it remains the same. I tried Enable Fixed Width Bar but no luck.
