Is arrowchat 1.5.11 installation pack corrupt?

I downloaded arrowchat 1.5.11. And My installation screen is in attachment file

You're definitely missing some CSS there. Might want to view the page source and see if the CSS file is loading. Perhaps it didn't get uploaded or got corrupted during upload.
