How to diasble "block user"

Hey guys.
Do you know where in the code I can disable the use of block user?
Do you know where in the code I can disable the use of block user?
I would like to know this too.
Also, when someone blocks another.... how do they unblock that user (consider they hit the block by accident)
And how long does a "Block User" last.
