What precisely is the steps to safely downgrade Arrowchat, I checked around google and couldn't find a faqs page or anything on what you need to do, I want to make sure I do it correctly so what are the steps if I wanted to get off 2.0 until a patch?

You would just need to overwrite all the files and perform the /install/ folder process.
