In XenForo, if you add the Arrowchat header/footer code as detailed here:

which is done in the PAGE_CONTAINER template
it prevents the Flash Uploader being disabled on the forums. XenForo allows the Flash Uploader to be disabled either globally or as a user preference. Checking either options does not disable the Flash Uploader.

On removing the Arrowchat header/footer code, the Flash uploader in XenForo can be disabled in options and preferences.
