add more links like 'view this users profile'

In the chat-room, when I click a user-name, I can view that members profile, this is great....

I would like to be able to add more options like 'add this user to my buddy-list'.

I already have this feature on my site of course, I just need a link to perform the action.

I would also like to be able to have these options available in the regular buddy list (right now it is only available in the chat window).

I would like to know:
1. What are the chances of having these features included in the core?
2. What files can I modify to make this happen?
3. How can I make this in a pluggable-format that others can use?

This is horribly outdated, but since no one else wanted to help.

The wording is in the Language pack. The actual core is where the function is called.
