One User always looks offline

Hi
I have 1 user who always shows that they are offline, even though they are not.

It doesn't matter what theme I use it is always the same for this one user.

When I try to send them a PM the pink bar shows up and says "That user is offline. They will receive the message the next login" Even though I am chatting with them in the Public Window.

Is it something on my User's settings? I would very much like to fix this for them as they are getting annoyed by it.
