PhpFox and Arrow 1.6

I installed ArrowChat 1.6 and enabled for friends during install. I placed the header/footer in the template as instructed as end of install. The chatbar shows up but I cannot see other members. Just guests. I checked in Admin panel and it shows users should be able to chat with members. Is tehre something to advise that I am missing? Thanks for any assistance that can be offered.
