I notice that at the end of the installation, it's recommended to set it to 644, which still gives read access to others. Shouldn't that be removed from others as well given the file has database credentials?

A lot of servers require a minimum of 644. You can do 444 as well.

How we can do this in windows ?
We mean how we can CHMOD to 644 in windows ?
